Why does the ANC demand you get a licence for a stable bicycle trailer; but no stability test/skill licence to breed or vote?

Today I filed an Application with the George Magistrates Court (GRC Case 3052/11) to ask the Magistrate to issue an Order that gives me a Temporary Permit to operate my Bicycle Trailer on Public Roads in Eden District Municipality, pending the resolution of my Petition to the Dept. of Transport for a Permanent Bicycle Trailer Permit. This was in response to a letter from the WC Dept. of Transport that informed me that the Vehicle Technical Committee (VTC) had decided -- without doing any tests or investigations whatsoever; purely by thumb-sucking decision-making -- that my bicycle trailer was unstable; and hence I should be a denied a licence for it; after the IPP had approved my petition, pending the decision of the VTC.

So, on Tuesday, July 05, 2011 7:35 PM; I filed a Request to Mr. Arendse for further evidence and information from the VTC: Request Vehicle Technical Committee (VTC) ‘Unstability’ Evidentiary Info; for Appeal to be filed with Mr. Philip Magagane of NDoT: RE: Petition to use Haulin Colin Bike Trailers on a Public Road. (Annex D). I also informed him that I “shall also be filing an application with the local Magistrates court for an order, granting me a temporary permit to use my bicycle trailer, until this matter is finally resolved with the Dept of Transport.”

Please could the VTC provide me with the results of their investigation, and the detailed report as to how and why they allege bicycles and trailers are unstable; and how exactly they define ‘unstable’; particularly the tests done by the VTC on the safety aspects, including stability tests which are the foundation for their allegations that a combination of bicycle and trailer are unstable.

Are they alleging that bicycle’s and trailers are only unstable in South Africa? Or which other countries in the world -- where bicycles and trailers of all sizes and makes are legal and used by ecologically conscious persons and poor people every day of the week for the past almost 200 odd years since the invention of the bicycle in 1830 -- does the VTC allege that bicycles and trailers are also unstable in?

Please could you also provide me with the legislation that states that it is a citizens responsibility to provide evidence of stability for a vehicle; which is considered stable anywhere and everywhere else in the world; and not the Committee who disputes such stability’s responsibility to provide their evidence for their allegations.
